青海省“十一五” 、“十二五”水利發(fā)展規(guī)劃
青海省地處中國西部，其水利建設(shè)是西部大開發(fā)戰(zhàn)略中的重要組成部分。受青海省水利廳委托，我們的團隊為青海省做了水利發(fā)展的“十一五” 、“十二五”規(guī)劃。在調(diào)查分析青海水利發(fā)展現(xiàn)狀和面臨形勢的基礎(chǔ)上，研究制定了青海水利“保護生態(tài)、維持穩(wěn)定、改善民生、支撐發(fā)展”的戰(zhàn)略定位，“全面建設(shè)青海特色現(xiàn)代水利”的戰(zhàn)略目標(biāo)，“構(gòu)建六大體系、支撐四個發(fā)展”的戰(zhàn)略任務(wù)和“創(chuàng)新理念、優(yōu)化布局、跨越發(fā)展、革新管理”的發(fā)展戰(zhàn)略，并提出了水利發(fā)展投融資戰(zhàn)略和保障措施。
Water conservancy construction in Qinghai province is important part in nation’s develop-the-west strategy . Entrusted by the Qinghai Provincial Department of Water Resources, our team did a “The 11th Five-Year" and “The 12th Five-Year" plan for water conservancy development in Qinghai Province. On the basis of investigation and analysis on water conservancy development situation in Qinghai, We research and form the strategical positon on“ ecological protection, stability maintenance, development support” , the strategical target on “ overall construction on modern water conservancy in Qinghai”, the strategical duties on “ 6-systm construction and 4-development supporting” and the development strategy on “innovative idea, layout optimization, spanning development, innovation development”, and then arise development strategy and supporting measurements.
